When India announced that E20 petrol—a fuel blended with 20 per cent ethanol—would become the new national standard, the decision was widely seen as another milestone in the country's clean energy transition. The policy promised to reduce dependence on imported crude oil, lower carbon emissions, strengthen energy security and create a larger market for domestically produced ethanol, benefiting millions of farmers in the process. For a country of India's size and economic ambitions, the move appeared both logical and inevitable. Yet just across the border, Bhutan quietly chose a different path. The Himalayan kingdom decided not to adopt the E20 standard. There was no diplomatic disagreement, no public criticism of India's policy and no dramatic political statement. In fact, the decision barely attracted international attention because it appeared to be nothing more than a routine technical choice about fuel. But that assumption misses the real story. Bhutan's decision raises a much larger question: why would a small country decline to adopt a technical standard introduced by its largest neighbour, closest economic partner and one of its most trusted friends? The answer has surprisingly little to do with petrol itself. Instead, it reveals a quiet transformation in the way power is exercised in the twenty-first century—one in which technical standards are becoming instruments of geopolitical influence.

For generations, international politics has been understood through visible expressions of power. Countries built larger armies, negotiated alliances, signed trade agreements and imposed sanctions in pursuit of strategic advantage. These were the events that shaped newspaper headlines because they represented power in its most recognisable form. Yet another form of competition has been steadily expanding beneath the surface, attracting far less public attention despite its growing significance. Increasingly, nations are competing not simply to invent new technologies or manufacture better products, but to determine the technical rules that everyone else will eventually follow. This competition rarely takes place in presidential summits or military headquarters. Instead, it unfolds in regulatory agencies, international standards organisations, engineering committees and scientific institutions, where decisions that appear highly technical often determine how global markets function for decades. The struggle is no longer confined to who builds the best technology. It increasingly extends to who defines the standards by which that technology operates.

Most people rarely notice technical standards precisely because successful standards are designed to become invisible. Every day we connect smartphones to Wi-Fi networks, charge devices using standardised connectors, transfer money through interoperable payment systems and travel on aircraft built according to internationally accepted safety regulations without giving much thought to the rules that make those interactions possible. Behind every one of these everyday conveniences lies a complex network of technical specifications that allows products, services and infrastructure developed in different parts of the world to function together. The global economy depends upon this invisible architecture. Consider the humble shipping container. Before standardised container dimensions were adopted internationally, transporting goods between ships, trains and trucks required repeated unloading and repacking, making international trade slow and expensive. The introduction of a common standard transformed global logistics and helped create the interconnected supply chains that underpin modern commerce. Few people remember the engineers who established those specifications, yet their decisions arguably reshaped the world economy as profoundly as many celebrated political agreements.

The same principle now extends across almost every strategic industry. A charging standard determines whether an electric vehicle can use a particular charging network. Semiconductor manufacturing standards influence which companies can participate in advanced chip production. Food safety regulations determine whether agricultural exports can enter foreign markets. Digital payment protocols shape financial ecosystems, while artificial intelligence standards are beginning to influence everything from data governance to algorithmic transparency. None of these decisions typically attracts the public attention given to wars or elections. Yet together they determine which technologies spread internationally, which industries become globally competitive and which countries exercise long-term influence over the direction of technological development. This points towards a different way of understanding power in the modern world. We might call it Standards Geopolitics—the competition among nations to shape technical rules, specifications and regulatory norms that ultimately influence markets, supply chains, innovation and strategic influence. In the twenty-first century, inventing the next breakthrough remains important, but ensuring that the world adopts your standards may prove even more valuable.

It is through this lens that Bhutan's decision on E20 deserves attention. Seen in isolation, it appears to be a straightforward decision about fuel composition. Seen within the broader landscape of Standards Geopolitics, however, it becomes something far more significant. It reminds us that technical standards are never merely technical. They influence industrial ecosystems, investment decisions, cross-border compatibility and long-term economic relationships. As competing technological systems emerge across the global economy, every country—large or small—must decide which standards to adopt, which to adapt and which to decline. Bhutan's decision was therefore not simply about ethanol. It was about exercising strategic judgement in a world where the rules themselves are becoming a source of power. And that is why a seemingly minor policy decision in a small Himalayan kingdom deserves the world's attention.

Bhutan's decision becomes even more interesting when viewed against the realities of the E20 transition itself. Ethanol-blended fuel is not a universally applicable standard that every country can adopt overnight. It requires an ecosystem capable of supporting it—compatible vehicles, reliable production or import chains, appropriate storage and distribution infrastructure, regulatory oversight and consumer confidence. India has spent years building that ecosystem, investing heavily in ethanol production, encouraging sugar mills to diversify, modifying fuel distribution networks and working with automobile manufacturers to produce engines capable of operating efficiently on higher ethanol blends. The policy therefore reflects India's own economic structure, agricultural capacity and energy priorities. What works for a continental-sized economy with more than 1.4 billion people, however, may not automatically suit a Himalayan nation of fewer than a million.

Bhutan's circumstances are fundamentally different. Its vehicle population is relatively small, its domestic fuel demand is modest and it lacks the large agricultural base necessary to support a significant ethanol industry. Unlike India, Bhutan is not seeking to create an integrated ethanol economy linking farmers, refineries, distributors and automobile manufacturers. Introducing E20 would therefore require adjustments whose costs and complexities might outweigh the immediate benefits. More importantly, Bhutan must consider whether such a transition aligns with its broader development strategy, which places considerable emphasis on environmental sustainability, economic prudence and carefully managed modernisation. From this perspective, declining to adopt E20 is not a rejection of cleaner fuels. It is an acknowledgement that standards must fit national circumstances rather than being copied simply because they are successful elsewhere.

This is precisely where Standards Geopolitics differs from conventional geopolitical thinking. Traditionally, analysts asked whether countries aligned politically or militarily with one another. Increasingly, an equally important question is emerging: which technical ecosystems are countries choosing to join? Every standard adopted by a nation influences future decisions about infrastructure, industrial investment, trade and technology. Once a country commits to a particular standard, changing course later can be expensive, disruptive and politically difficult. Standards therefore create long-term pathways that shape economic relationships for decades. They are not merely technical manuals; they are strategic commitments.

History offers countless examples of how technical standards quietly reshape the balance of economic power. The adoption of standard shipping containers revolutionised international trade because every port, railway and logistics company could now operate within a common system. The widespread acceptance of internet protocols allowed the digital economy to expand across borders. The European Union's decision to mandate USB-C charging ports is now influencing electronics manufacturers worldwide, demonstrating that a regulatory decision taken in Brussels can alter product design in factories thousands of kilometres away. Similarly, competing standards for electric vehicle charging infrastructure are influencing how rapidly different manufacturers expand into global markets. In each case, the technology itself matters—but the standard often determines whether that technology achieves international scale.

Artificial intelligence is rapidly becoming the next frontier in this competition. Governments around the world are debating issues such as AI safety, transparency, copyright, liability and algorithmic accountability. These discussions may appear legal or technical, yet they are also profoundly geopolitical. The countries and institutions that succeed in establishing globally accepted AI standards could shape the future direction of one of the most transformative technologies in human history. The same pattern can be seen in semiconductor manufacturing, digital payment systems, cybersecurity protocols and carbon accounting. Increasingly, the contest is no longer confined to inventing new technologies. It is about determining the rules that govern how those technologies are developed, deployed and trusted across the world.

That is why Bhutan's decision deserves attention far beyond South Asia. It reminds us that even relatively small countries are making strategic choices every time they adopt—or decline to adopt—a technical standard. Those choices may appear mundane today, but they influence investment patterns, industrial competitiveness, technological compatibility and regional integration for years to come. In an interconnected world, standards are becoming a new language of power—spoken not through political speeches, but through engineering specifications, regulatory frameworks and technical rulebooks. And nations that understand this quiet transformation may find themselves better prepared for the geopolitics of the future.
